Requirements of Operation and Maintenance
(Paint Spray Booths)

In Accordance with the Environmental Protection Act, R.S.O. 1990 (Act)








1. The company shall ensure that the noise emissions from the equipment
comply with the limits set in publication NPC-205.

2. The company shall ensure the equipment is properly operated and maintained
at all times. The company shall: 

i) prepare, not later than three (3) months after the date of the certificate,
and update as necessary, a manual outlining the operating procedures
and a maintenance program of the equipment including:

- routine operating and maintenance in accordance with good engineering    
practices as recommended by the equipment suppliers;
- emergency procedures;
- procedures for any record keeping activities relating to the operation
and maintenance of the equipment; and
- appropriate measures to minimize the emissions from all potential sources.

ii) Implement the recommendations of the operating and maintenance manual; and

iii) Retain, for a minimum of two (2) years from the date of their creation,
all records on the maintenance, repair and inspection of the equipment, and
make these records available to review by the staff of the Ministry upon
request.

3) The Company shall, no later than 3 months after the issue of the certificate:

i) ensure that all surface coating operations are performed using a high efficient
type paint spray system;

ii) ensure that all surface coating operations are performed using
Approved Automotive Refinishing Coatings;

iii) ensure that operators involved in the application of automotive refinish
coatings receive training and certification in the proper use of high efficiency
type paint spray systems; and

iv) implement the provisions of section 4.0 Codes of Good Practice and section
5.0 Check List for Good Practice for Automotive Refinish Facilities of the
CCME Guideline

The reasons for the imposition of these terms and conditions are as follows:

i) Condition No. 1 is included to provide the minimum performance
requirements considered necessary to prevent an adverse effect resulting
from the operation of the equipment;
ii) Conditions No. 2 and No. 3 are included to emphasize that the equipments
must be maintained and operated according to the procedure that will result
in compliance with the Act, the Regulations and the Certificate. In addition,
the Company is required to keep records and to provide information to staff
of the Ministry so that compliance with the Act, the Regulations and the
Certificate can be verified.

We emphasize that if, at any time, emissions from the equipment contravene
any part of the Act, Regulation 346, or any conditions included in the
noted Certificate, such contravention may become the subject of enforcement
in accordance with section 186 of the Act. In addition, the Director may issue
an order or amend or revoke the noted Certificate in accordance with the
